ITANAGAR, Jun 12: Osi Perme has topped Arunachal Pradesh Joint Entrance Examination 2016.
Out of 3438 valid applicants, 2619 candidates appeared the Examination this year conducted by the Arunachal Pradesh State Council for Technical Education, a statutory body under the Directorate of Higher & Technical Education.
This year too, the department declared the results of the Arunachal Pradesh Joint Entrance Examination 2016 for selection of candidates for various Degree courses within a record time.
Director, Higher and Technical Education Dr. Tejum Padu said that the Directorate has been maintaining the tradition of declaring the result of Joint Entrance Examination within the shortest possible time. This year, too the results has been declared within few hours of conclusion of the examination.
Meanwhile, Chief Minister Kalikho Pul along with the Minister of Education Wanglin Lowangdong visited the office of Director, Higher & Technical Education, Itanagar.
The 7 members Evaluation Committee headed by Bidol Tayeng, Secretary(Education) informed that evaluation of Answer Sheet is being done through an Optimal Mark Reader (OMR) Scanner Machine.
Chief Minister lauded the department for adopting a full proof technology for evaluation of the answer sheets.
Dr Tejum Padu, Director of Higher & Technical Education informed that the department has been using OMR Scanner machine for evaluation of mark sheets since the year 2002.
This year the Department has made record of declaring the results of DIPLOMA (APJEE) 2016 within 4 hours of examination, which was the fastest all over India.
Pul visits RKM, offers financial assistance to patients
ITANAGAR, Jun 12: Chief Minister Kalikho Pul on Sunday met the Koloriang accident victims at Ramakrishna Mission Hospital. In an unfortunate accident, Police vehicle hit 5 persons including women and children on June 11 last at Koloriang.
The injured persons whom CM met included Bengia Yaku, Lokam Roji and Nangram Takum. All the three suffered multiple injuries on their bodies.
He assured that appropriate actions will be taken against the guilty as per the law and that all expenses for their treatment will be borne by the govt.
He announced to provide Rs 1 lakh each to the injured persons in the accident and also provided financial assistance from his own source. The doctors informed that the patients are under observation and at present the conditions are stable.
Pul also met several serious patients suffering from various ailments and assured financial assistance.
He told the doctor to send referral letters of the seriously ill to his office immediately for further treatment outside the state. The Chief Minister also visited the male, female wards and pay cabins where the serious patients are admitted. (PRO, CMO)

ITANAGAR, June 12: Arunachal, the land of the rising sun and blessed with the abundance of the bounty of nature is one of the operational areas of VHAI in Northeast India.
VHAI with the support of Caritas India and in Consortium with National Vector Born Disease Control Program is running a Project - Intensified Malaria Control Project. The main activities include: distribution of LLIN, RDT Screening, prompt and effective treatment using ACT, application of local and context specific behavior change communication activities, planning, monitoring and evaluation and capacity building of the grass root workers.
Gameng, Gacheng, Gateh are some of the very difficult areas to trod. Gacheng is approx 90 KM away from the motor-able area called Molo Gameng, Gateh is almost 100 KM from the main hub of the area. Despite all odds, the Field supervisors leave no stone unturned to complete the assigned tasks and reach the unreached. F.S Ram Tame picture walked approx 90km to carry the LLIN and distribute to the people in VHAI operational areas. The hard work and dedication of these field workers really needs to be appreciated as they are giving their 100% commitment towards their job.
In a country that is screaming about the good days and positive change there are many areas that are yet to be connected within its own state and the rest of the people. These F.S walked for two days and carried the bed nets and finally distributed the nets without any failure.
Similarly, Taja Yorchi who is another FS working with VHAI at Arunachal. The hard work of these young lads gives a ray of hope that not all those who wander are lost. Ram and Taja who have decided to take the path of community service and live life with more dignity in a simple manner. These young Field workers have not only shown their dedication towards work but they have also been able to connect the people from different difficult areas and add feather towards VHAI’s commitment to work.

Society conducts trek to unexplored destination
ITANAGAR, June 12: The members of the Eco-Tourism Society of Arunachal Pradesh organized trek to Badang-Badha village, an unexplored destination located near Itanagar on Saturday.
In a release, the society stated that Badang-Badha village is one of those unexplored places with high potentials of tourism for activities like adventure sports, trekking and regulated fishing. The village is situated over 3 kilometers from main road connecting the Ganga Lake in the outskirt of Itanagar. Village elder Nguri Tala was optimistic that with the support of the society and governmental agencies, the area will be developed and will make the place a sought after tourist destination in the near future, added the release.
Opium menace in state

The state Govt authorities call it opium menace, while the Centre perceives it as potential threat to the national security. At ground level, in absence of any major policy decision to wean the people off opium in affected districts, the situation is rather aggravating.
During 2012, less than 400 acres of poppy crops in Arunachal Pradesh were destroyed. It had jumped to a total of 2289 acres in the end of financial year 2014-15, which accounts for almost half of the total illegal opium crops destroyed across the country.
Policy makers in New Delhi had succeeded to replace all outdated laws like the Opium Act 1857, the Opium Act 1878 and the Dangerous Drugs Act, 1930 with Narcotics Drugs & Psychotropic Substances Act, 1985 (NDPS Act, 1985) and the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988 to deal with the production of narcotic stuff including opium and its use and trafficking. But they utterly failed to realize the unusual trend that involves in opium cultivation and its consumption in the opium-hit districts of Arunachal Pradesh.
After analytical study of the survey reports on drug and opium abuse in the state, one may draw a conclusion that except few cultivators, who take up opium cultivation as profitable venture in some opium-hit districts, most of the opium affected villages in interior and inaccessible area have been embarking on opium cultivation for self-sustenance since pre-independence era till now in absence of health care facilities, education and other welfare measures of government.
Needless to say, before the Govt machineries looked deep into the opium menace in the state, the opium had already penetrated into the socio-cultural-religious life in some villages making the situation more perplexing for policy makers and law enforcement agencies.
According to official sources, the situation in Anjaw, Lohit and Namsai is worsening gradually as the youths are more inclined to narcotic substances like opium. In districts like Upper Siang, Tirap, Changlang and Longding, it is the aged people who are affected by opium, sources said.
However, though late, it seems the state Govt has now woken up from deep slumber only to realize that natural development process, awareness and eradication of opium are not only answer to opium menace.
Plans are afoot to set up two full-fledged narcotic wings in Arunachal Pradesh. If everything goes well, the narcotic wings will not only put emphasis on eradication of opium cultivation; a detailed plan and programme for alternative livelihood schemes for opium addicts and cultivators will also be chalked out.
Elaborating the plan, Pebom Bagra, Deputy Commissioner, Tax and Excise said, a proposal is being prepared under the guidance of Tax and Excise commissioner, Dr. B M Mishra, who did a commendable job in Opium eradiation during his tenure as the Deputy Commissioner of Lohit district. The Narcotic wings - one at Namsai and another at Yupia, under the new plan proposal will involve all concerned departments like Home, Sports, Health and Social Welfare. In addition to opium eradication, plan and programme for alternative livelihood of the poverty-ridden opium cultivators, rehabilitation and treatment of opium addicts will be chalked out by the wings, Bagra disclosed adding after going through all the pros and cons including financial concurrence, the proposal will be submitted to the Govt for cabinet approval soon.
When asked about the noticeable failure of the state machinery in eradication of opium and providing alternative livelihood to opium hit villages for last many years, Bagra, however, candidly admits: “We are working as just coordinator between the central narcotic enforcement agencies and opium affected districts in the district. In absence of resources, manpower and infrastructure, it is almost impossible to play a major role.” However, he said, both the Central and State Govts are now serous and taking keen interest in eradication of opium from the state.
Even though awareness programme only benefits 25 to 30 per cent of total population of opium-hit districts, State’s Govt efforts to reduce the drug menace and opium cultivation has borne results to some extent. In the districts like Anjaw, Lohit and Upper Siang, people have opted for horticulture in place of opium, Bagra observed.
Since the laws and policies are being enacted and implemented keeping in mind the well-being of the people, we expect that grievances and problems of the economically shattered people are redressed with utmost care and sincerity.
NES ultimatum to Govt on audio clip issue
ITANAGAR, Jun 12: Nyishi Elite Society (NES) in its executive meeting held on Saturday has demanded that government must arrest all those responsible for the defamatory audio clip on the Nyishi community within June 22.
“With the given inputs in the 1 hour 55 minutes of the infamous audio recording and established channel of the source of the audio records, the government must arrest all the people involved within 22 June 2016 as there are ample evidence, NES said as it threatened that “the NES-ANSU shall be forced to jointly spearhead any form of democratic and legal recourse (or) rigorous social movement till the interest, the image, dignity and past glory of the community is restored.
NES further called upon the people of the state, as well as the apex community based organizations, the AITF, political parties, all the Nyishi Legislators for support.
Livelihood service providers training organized
ITANAGAR, Jun 12: A vocational training on ‘Pig farmers’ friend’ under the banner of livelihood service providers (LSP) was organized by the Krishi Vigyan Kendra (KVK) Papumpare in collaboration with North –East initiative Development Agency (NEIDA) under Tata Trust from June 8 to 10 at Karsingsa.
All together 20 farmers’ group leaders belonging to different self-help groups (SHGs) of Yazali area of Lower Subansiri and Kimin area of Papum Pare district along with their community mobilizers where Tata Trust has launched livelihood project under NEIDA is being implemented were trained during the programme.
Programme Co-ordinator, KVK Papumpare, Dr. T. Heli informed the participants that they will be imparted first hand information on first aid services-viz.pig handling , restraining, wound dressing, scientific feeding and management including castration, so that they could be the trainers for their respective fellow farmers of Self-Help Groups after they go back to their respective places after the training.
Various resource persons from KVK Papum Pare and state Animal Husbandry and Veterinary department provided knowledge to the livestock service providers trainees on various topics on pig husbandry subjects followed by interactive sessions for better understanding of the topic and simultaneously practical demonstration in Central Pig Breeding Farm (CPBF) Karsingsa. Along with presentations and practical demonstrations, special sessions were held for the experience sharing on practical pig husbandry among the participants.
Subject Matter Specialist (Animal Science), Dr. B. Perme dealt extensively on pig ration, emphasizing the need for cultivation of local feed and fodders for feeding their pigs as to minimize the cost of production. He enlightened the participants on various feed ingredients and their importance in the pig nutrition by practical demonstration at Central Feed Mixing Plant (CFMP), Karsingsa.
Farm Manager KVK Papum Pare, Dr. Nabam Gama gave an over view on commonly occurring pig diseases and suggested their preventive and control measures. He advocated the participants for compulsory vaccination against the Swine Fever (SF), Heamorrhagic Scepticaemia (HS) and Foot & Mouth Disease (FMD) which are very commonly occurring diseases. Further, he enlightened the participants on various parasitic diseases especially on round worm infestation and tap worms for which the pig is a carrier agent to spread the disease in human beings. He suggested for constant contact with the Veterinary staffs for the periodical de-worming of their pigs through ascaricides which are available in state Vety Dispensaries and Vety Aid Centres of the state department.
Programme Coordinator of the Kendra, Dr. Heli drew the attention of the participants through his presentations and video shows on improved managemental practices on pig husbandry. He suggested important point of consideration for sty construction and hygienic maintenance for the healthy pig stock. While citing the need for maintaining quality boar for breeding purpose, he cautioned the participants on inbreeding problems which results poor quality piglet production and stunted growth of pigs and suggested to keep a desired boar in their group which should be exchanged with other SHGs after completion of 3 years period.
On the concluding day, Director, AHV & DD, Dr. T. Padung and MD, IDDP, Dr. M. Riba gave away the certificate of merit to all the participants.
Director (AHV & DD) informed that keeping livestock or poultry bird is like a family security and serves as the ATM at the time of necessity for the farmers in country side and assured full cooperation from the department. He further requested all the participants to disseminate the knowledge learnt from the training programme to other fellow farmers of their group.
The vocational training programme winded up with the feedback sessions wherein most of the participants expressed their satisfaction and some of them suggested for organising such training programme from time to time preferably during Rabi seasons.
Achyut Lahkar passes away, Governor condoles
ITANAGAR, Jun 12: Achyut Lahkar, doyen of Assam’s mobile theatre movement, noted playwright and actor, passed away in his hometown Pathsala on Sunday. He was 85.
He founded Nataraj Theatre, the first mobile theatre company of Assam in 1963.
Governor of Arunachal Pradesh JP Rajkhowa has condoled the demise of Achyut Lahkar.
Expressing his sadness on the passing away of the ‘Father of Assamese Mobile Theatre’ after prolonged illness, the Governor in a message said that Late Lahkar was the pioneering dramatist, veteran actor director and producer who staged numerous memorable plays in mobile theatre. Recalling the contributions of Late Lahkar, the Governor said that the Doyen of Assamese Mobile Theatre movement and the winner of the Kamal Kumari National award in 1997,
Late Lahkar will always remain in the hearts of the people and his legacy will live on through his noted works.
Governor said that the Assamese theatre will, without doubt, miss his commanding and endearing presence as the towering theatre personality. (PRO, Raj Bhavan)
Teachers effectiveness training at Seppa
SEPPA, June 12: A one-day Teachers Effectiveness Training for the private schools of Seppa and nearby areas was conducted by the All Arunachal Private Schools Association (AAPSA) and East Kameng Private Schools Association at St. Joseph’s School, Seppa on Saturday.
Attending the inaugural programme, DDSE Kata Rangmo appreciated the teachers for their hard work and dedication due to which East Kameng District achieved 96% pass in the CBSE board examinations. The DDSE also called upon the private school management to be sensitive to the needs of the teaching community and to pay respectable salaries as far as possible. He advised the teachers to make themselves more equipped through professional training and up-gradation. DDSE also appreciated the contribution made by Catholic missionaries in the field of education in East Kameng and requested the Bishop of Itanagar to open more schools in the district.
Resource Person, Fr. Cyriac, from Don Bosco Youth Centre, Itanagar spoke extensively on topics such as Teaching Job and Education Mission, New Trends in Education, Problems of Young People Today, Challenges of Modern Day Education and Class Room Management.
A total of seventy two private school teachers benefitted from the training.
An initiative of AAPSA, the training aimed at making the teachers more committed to the mission of education.
Rebia visits Kakoi circle
ITANAGAR, Jun 12: MLA Doimukh, Nabam Rebia visited Kakoi circle and interacted with the officers, PRI members, GBs and general public on Saturday.
Taking stock of the health care facilities at the Primary Health Centre, Rebia announced to provide an ambulance for the PHC, Kakoi. He also advised the medical staff to remain present in the centre to attend any medical emergencies.
The MLA also visited Komasaki Bridge which is under construction under RIDP scheme and directed the contractor and executing agency RWD department for timely completion of the bridge as per specification. Rebia also visited the Community Hall at Kimin and donated a generator and assured to sanction required amount for modification of the badminton court. He also asked the SDO Kimin to make the Circuit House functional.
Earlier on June 10, Rebia visited Tigdo village and provided 60 pieces of CGI sheets for renovation of Middle School, funds for renovation of teacher’s quarter and another 460 CGI sheets were donated among the poor and needy people.

Entrepreneur cum beneficiaries meet organised
ITANAGAR, Jun 12: An entrepreneur meet cum CSIR-NEIST technology awareness programme was organised at the CSIR-North East Institute of Science & Technology Branch Itanagar at the institute premise on Sunday.
Director CSIR-NEIST Jorhat called on all the beneficiaries/entrepreneur coming from different part of Arunachal Pradesh to come forward and utilize the CSIR-NEIST technology for the benefit and socioeconomic development of the society.
Dr Jagat C Borah, Scientist in charge, NEIST Br. Itanagar assured to provide all technical support and help whenever necessary for implementing the CSIR-NEIST technology as per requirement.
About 40 farmers, SHG’s member and villagers attended the programme and shared their experiences regarding “Cultivation of edible mushroom”, “Production of Vermicompost”.
Chief Scientist, Dr. D Ramaiah, Dr P. Sengupta and other senior scientists from CSIR-NEIST Jorhat attended the programme.
The scientists provided the information regarding relevant CSIR-NEIST Technology such as low dusk chalk pencil, bio pesticide, liquid and solid deodorant, banana fibre etc which can be implemented in Arunachal Pradesh with low investment.

Check poor quality work
As per the report in local media, Governor JP Rajkhowa has expressed dissatisfaction
over the poor quality of Jully bypass road. Governor made this observation yesterday
after visiting the Jully road and NH 415. It’s a very good move on the part of Governor
to raise this important issue of ‘quality road.’ Today across the state people are
facing difficult time due to poor quality road. Government has been investing massive
money to improve the road condition but things are not getting better. One of the
main reasons for poor quality road is the nexus between contractors, politicians
and corrupts engineers.
Take the example of Itanagar-Banderdewa (NH 415) road which was recently repaired
by PWD. The capital dwellers were hoping that re-carpeting of said stretch of road
will make life better. But much to the disappointment of everyone road condition
has started to deteriorate. Due to heavy rainfall the recently repaired road has
developed potholes at multiple places. It is strange that a road repaired just 2
months ago gets destroyed so quickly. There is no doubt that quality has been compromised.
This is complete misuse of the government fund. Someone will have to be held accountable
for it. State government cannot just keep mum and let public money be looted by the
nexus of contractor and engineer. Proper investigation should be done and those responsible
for bungling of government money be strongly punished. As state government has not
shown any desire to take action against wrongdoers, the people of Arunachal are hoping
that Governor JP Rajkhowa will continue to lead the fight against ‘poor quality’
road.

Quacks in the garb of doctors
Dear Editor,
Through your esteemed paper, I would notify our beloved and innocent public especially
the people residing in and around Nirjuli, Karsingsa, Doimukh and Yupia. Our government
controlled and regulating agency in twin capital cities of Itanagar and Naharlagun
like the pharmacy license issuing authorities are laxed; lazy and seemed napping
for quite long time. Some individuals with some hands on experience in working in
a health set up and fiddling with allopathic medicine like the so called self styled
doctors with MBBS in alternative medicine have set up their own private practice
by opening pharmacy and basic lab. This quacks in name of doctor have befooled our
innocent citizens under the garb of treating them and those seeking emergency treatment
as state hospital is far away and rest of government doctors are busy absenting from
duty in adjoining PHC and CHC. Many of these patinets are plundered and looted by
these quacks pretending as genuine MBBS doctor trained in allopathic medicine. Although
any physician of respective stream be it homeopathy or Ayurveda or unani are welcome
to serve the public but not as quacks prescribing allopathic medicines for which
they are not trained. And heights to quackery is that when some individual with alternative
medicine certificate starts to practice allopathy and even doing some dangerous mini
OT procedures; under the very nose of law and all the fraternity of allopathy doctors;
it's shameful.
Thorough your esteemed paper, I would like to sensitize and appeal the chief minister;
heath minister; license regulating officials of Arunachal Pradesh Medical Council
and higher authorities of health and family welfare department to immediately arrest
all the quack doctors and book them under the law for playing with innocent lives
of people. State government should monitor the quacks who are not falling under any
regulatory agency. One such example of quackery is Mobia pharmacy run by some self
style doctor Rekib Ahmed. He has a busy pharmacy and lab set up with hustles and
bustles of patients from adjoining areas of village like Huto and Karsingsa even
any practicing doctor would envy. Quacks have tied up with local business men and
pay cuts from profits earned from laboratory and pharmacy and in exchange they are
provided security and protection from any local disputes n hurdles of law. I would
appeal the law enforcing agency of Nirjuli and Yupa to curb and check the quacks
in name of MBBS in alternative medicine.
Mobia pharmacy located in Nirjuli near Doimukh short cut is just one such hub of
quack and many more of such pharmacy and clinics needs to be busted to help innocent
public from being cheated and looted in name of treatment. I also appeal to local
politicians to not sympathise with these quacks for mere gain of paltry money.

Overcharged customers
Dear Editor,
Through your esteemed daily, I would like to highlight some of public grievances
faced by the poor and common people of Lower Dibang Valley District.
It learnt that for recharging validity service of a particular BSNL prepaid number
for three months is Rs. 36/- at BSNL Office which is genuine but if one goes to
a local vendor/franchise, it charges Rs. 50/-. This shows that the local service
providers are illegally overcharging and looting the poor customers of their hard
earned money which is a serious criminal offence under law. Mathematically, the difference
between Rs. 50/- and Rs. 36/- may be minimum but this minimal amount is being collected
from thousands of people, fooling the poor and common users.
Adding to the above woes, other franchises like Airtel, Aircel and Vodafone are also
doing the same to their customers by overcharging Rs. 10/- extra per Rs. 100/-.
In this regards, the service providers must make necessary amendments to curb out
such offences against those franchises that are doing such mischievous activities
operating within their jurisdictions by implementing strict rules and order so to
retain their faith among the common people in future.

Land for burial ground
Dear Editor,
At a time, when there is no notified community/general burial cum cremation ground
even in the State Capital and other District Headquarters, the donation of the personal
land by Atop Lego, Chief Engineer(SID&P), PWD for community burial ground in Siluk
village under Mebo Sub-Division is highly commendable.
Nowadays, every inch of land is owned up and landless individual finds it difficult
to dispose of the corpse. Landless families are the real sufferers in absence of
common cremation/burial ground.
Persons having land needs to donate land for such useful purpose. State Govt. should
also extend helping hand in establishing infrastructure like fencing to protect encroachment,
shed in the allotted/donated land, plantation, water supply and electricity connection.

Follow proper recruitment for doctors
Dear Editor,
Through your esteemed paper, I thank Chief Minister for creating so many posts under
Health department. And I would personally request our health department to conduct
proper recruitment of A grade post of GDMOS through competitive examination.
In other states such high level and responsible posts are always recruited through
their state public service commission in proper manner and that also every year.
Whereas here in our state, it happens sometimes.
Since last few years, a trend of mass regularisation of such post taking places may
be with some wrong intentions, which is truly ruining many hardworking and sincere
doctors like me who are without any political support. So I am expecting that the
present CM and the health department will be following proper recruitment process
for many deserving doctors.

Clarification on Honchun Committee Report
Dear Editor,
This is regarding the article published on 11 June 2016 in your daily under the
title called Honchun Committee Question's Rebia Role.
It was reported that " It also noted that the counsel for the CLP leader himself
deposed before the committee that non attendance of three CLP meetings will not lead
to disqualification and called for the petition to be dismissed ". This is not my
correct verbatim either in my oral submission or written submission before the Hon'ble
Hochun Committee. To be more specific, this question was raised in issue no 9 ( Part
B on merits) before the Hon'ble Honchun Committee and my verbatim or written submission
is quoted herein for your fresh note or articulation or rectification " The respondent's
not attending the 3 CLP meetings may not be amount to voluntarily giving up their
membership from the Congress Party, but inference could be drawn against them , if
it is voluntary and deliberate conducts by keeping themselves distance from the party
activities and campaigning against own government " as law laid down in Ravi.S.Naik
-Vs- Union of India.
The relevant portion of the law laid down in Ravi.S.Naik case is quoted herein for
your convenience and easy understanding of law. "The words voluntarily given up his
membership are not synonymous with Resignation and have a wide connotation. A person
may give up his membership of a political party, even though he has not tendered
his resignation from the membership of that party. Even in absence of a formal resignation
from the membership an inference can be drawn from the conduct of a member that he
was voluntarily given up his membership of the political party to which be belongs."
Further how can I call for dismissal of the disqualification petition? Whereas I
pleaded tooth and nail for Congress party (CLP) leader before the Honchun Committee.
